the presence of manifest discrepancies between the first two; by the
two reports with score of 98/100 the project would have certainly passed
the preselection phase; on October 31, 2012, the
Administrative Court of the Veneto Region has declared illegal the
procedure followed and the exclusion of the project by the
University of Padova, and has intimated to admit the project
with a score of 98/100; in December 2012 the University of
Padova has readmitted with 98/100 and sent the project to the
Ministry of University in Rome, for the continuation of the
procedure
